The Order of Alexander Nevsky was established in 1942. Tokayev spoke at the St. Petersburg International Economic Forum the day before. He stated that Kazakhstan would support the creation of a Greater Eurasian Partnership, which could be based on the CIS, but would not recognize the independence of the Donetsk and Lugansk People's Republics, considering them quasi-state territories.
